It comprises one independent city (Butuan), one component city (Cabadbaran, which serves as the capital), 253 barangays, and 10 municipalities. The municipalities are: Buenavista, Carmen, Jabonga, Kitcharao, Las Nieves, Magallanes, Nasipit, Remedios T. Romualdez, Santiago, and Tubay.
